'WARNING: 'Penguin Secret Agency/Elite Penguin Force spoilers ahead!

Hey y'all,

I decided recently to replay the Elite Penguin Force DS games. I've finished the first one and was starting the second when I played through the intro and realized that Herbert's Revenge takes place after the final PSA mission. Now, that raises some questions about the sequence of events in the Club Penguin Rewritten mythos. In CPR, the PSA has been destroyed in Herbert's popcorn bomb. The EPF steps in to take over the PSA's responsibilities. So far, so original Club Penguin. But here's where the differences start.

In CPR, the PSA is revamped and resumes activity alongside the EPF. Okay, fair enough, the developers obviously wanted to maintain access to as much content as possible. But the PSA wiki page here says that most EPF agents don't know the PSA has resumed operating. Does this mean now that the PSA, the semi-public-facing authority on the island, is now a more clandestine agency than the EPF? Effectively, are civilians supposed to believe that there is no authority remaining on the island? Club Penguin, unfortunately, is not a leftist utopia. That seems unliklely to be something that the Director would want civilians to believe. 

Perhaps the PSA isn't really operating yet. The construction to the HQ and Command Room isn't finished, after all. Perhaps Herbert's Revenge, the second EPF DS game, slots into the CPR continuity after the Command Room has been rebuilt, a future event. Maybe the PSA will make a public resurgence, or the EPF will announce its existence to the public. Or, maybe all of this will be left unanswered and unsorted-out, because nobody really cares about it except for me. Which is fair, I suppose.
